Shannon Howle Schelin, PhD, is the director of the Center for Public Technology at the University of North Carolina’s School of Government. Dr. Schelin designed and implemented the first local government Chief Information Officers Certification program in the nation and successfully graduated the inaugural class in November 2005.She is the director of the Center for Public Technology at the University of North Carolina’s School of Government. Dr. Schelin has numerous publications on public sector information systems, including “Humanizing IT: Advice from the Experts”, with G. David Garson; “Training for Digital Government,” in Digital Government; and “E-Government: An Overview,” in Public Information Technology: Policy and Management Issues. Shannon received her Ph.D. in Public Administration with a concentration in Public Sector Information Systems from North Carolina State University in 2003. She received her M.P.A. from UNC Charlotte in 2000 and her B.A. from UNC at Chapel Hill in 1997.
Session Description:
CIOs and IT professionals are facing increasing challenges and responsibilities in the era of new governance. As the lines between traditional functional services and departments begin to blur, the IT leadership is charged with 1) managing the constantly expanding role for IT within your organization, 2) protecting your organization against ever-increasing security threats, and 3) keeping up with the feverish pace of new technology. In addition, IT has become the linchpin for creating value in the organization, through improved internal efficiencies and effectiveness and external service and support.

“Understanding the Enterprise” is a day-long session that will lay the foundation for assessing and addressing some of the most critical issues facing IT leadership in organizations. The purpose of this course is to equip technologists with the requisite tools to manage and improve their organizational technology assets.

This session will cover a variety of topics related to enterprise technology investments, management, and strategies, including:

  • Goal Alignment between IT and the Enterprise
  • Creating Value-Add Services
  • Roles and Responsibilities of IT Professionals in the Organization
  • Building a Business Case for IT Investments
  • Measuring Success Objectively (KPIs, performance metrics, etc)
  • Relationship Approaches and Bridging Techniques.
  • Each broad topic will examine specific organizational issues and draw on participant experience to provide both theoretical and practical applied knowledge to the challenges. Case studies, exercises, and templates will be included in the session.
